The government could fund fellowships for journalism students. In the California Assembly Bill 179, $25 million is distributed through a fellowship at UC Berkeley's Graduate School of Journalism with the goal of increasing representation in underserved communities. 

Within this last decade, there have been 200 successful union drives as news publications. Future newsrooms could be owned and operated by journalists. 

The Local Journalism Sustainability Act proposed a $250 tax credit for purchasing a local news subscription, a tax credit up to $5,000 for small businesses to advertise with local outlets, and a tax credit for hiring newsroom employees. 

The government could force Google and FaceBook pay for content they plug from local news outlets. Additionally, the government could grant an antitrust exemption that would enable news organizations to collectively bargain from companies sharing their articles online.
